Employment Services are crucial for enhancing labor market efficiency and reducing unemployment. These services, delivered by both private and public sectors, adopt three main models: in-house by Public Employment Services (PES), mixed, and quasi markets, where service provision is largely outsourced. This study explores these models, highlighting their benefits, limitations, and various country approaches, thereby informing policy on public-private partnerships.
